UN Council Approves the US Gaza Proposal

The Security Council has supported a plan presented by President Trump for achieving a durable ceasefire in the Gaza Strip, including the stationing of an multinational security unit and a eventual avenue to a sovereign Palestinian state.

Unanimous Backing with Notable Abstentions

This measure was passed by a count of thirteen in favor, with both China and Russia abstaining. America's representative the US ambassador addressed the UN assembly that it set “a fresh direction in the area for the conflicting parties and all the residents of the area alike”.

Compromise Language on Sovereignty

Unclear Phrasing and Stipulations

The mention to sovereignty was a balanced insertion to an initial US draft which omitted it. But the language is vague and conditional, promising only that once the PA has implemented reforms and the rebuilding of the strip is under way, “the conditions may finally be in position for a credible pathway to Palestinian self-determination and nationhood.”

Global Reaction

The wording fell far short of the firm commitment to the building of a sovereign Palestine beside Israel desired by Muslim nations, as well as EU representatives, but in statements to the council after the vote, delegates from those countries said they were prepared to accept the agreement in the benefit of extending the current truce and immediate measures to provide for and safeguard the 2.2 million Palestinian people in the strip.

It also calls for the creation of a specialized Palestinian group that is expected to manage routine management of the Gaza and the provision of utilities, but it is far from clear who would take part.

Stabilisation Team Authority

The mission of the international stabilisation force authorizes it to disarm and dismantle fighting factions in the territory, but it is highly uncertain that possible sending countries would be willing to face such factions. Not a single nation has yet committed itself to sending peacekeepers.

Furthermore the criteria for changes to the PA, the precondition towards steps to Palestinian statehood, have been unclear.

European officials said they considered it urgent that the names of the specialized group to deliver services was determined as promptly.
